Pharon is a Tarshite highlander who has risen to the leadership of of the highlanders at Whitewall due to a combination of initiative, brutality and the endorsement of Tatius. His brutality is explained by the allegation that his mother was raped by a char-un warrior, something he refuses to confirm or deny. In fact his brutality is much more targeted than those fearsome warriors with only enemies of the Kingdom of Tarsh or the Empire having reason to fear him. This is however not his main value to Tatius which is his incredible ability to predict where rebels and bandits will strike at the empire and meet them with overwhelming force. One of his few failures was a skirmish with Kallyr Starbrow but even then her band were driven off and he has vowed to drive the nails into her cross himself. In the meantime he is quite content to intercept and attack rebels at any opportunity. He and his warriors arrived with Tatius and are based in the lunar camp on Fellmoor although no one, including the Lunar high command, can rely on finding them there. This drives the more conventional commanders mad but Tatius tolerates Pharon's way of operating because it gets results.

Together, we then wrote an answer to that story, which'll be out in YBOT 2007. I'd been asked to demo the sort of mistakes Kallyr makes: and I did.
Factoids from that story: according to Kallyr, Pharon's band is "All veterans, so they might be a mercenary band, but they were using some Lunar magic. About sixty of them – well, down to forty or fifty now, depending on how good their healers are."
We also know that Pharon has a harsh voice, and is personally pretty good with an axe. His men use axe and shield, and the throwing axe is their preferred missile weapon.
