More of a vague idea than a fully fledged scenario, but maybe someone will add to it?
This is based around the idea that Kallyr is wearing multiple hats while in WW, and that this can cause problems.
There are always squabbles going on between the various clans who have members here. Sometimes they get as far as legal action. This time it's between one of the Kheldon clans and another Sartarite clan - one with no tribal representation here.
The Kheldon position is easy - see Andrin's Words. "The king must protect the weak. He must lead in dealing with all issues of justice through the force of law and arms. ..."
So Kallyr gets to provide them with a lawspeaker. Easy enough, she's got a Kheldon lawspeaker here, whether she's around herself or not. The other clan? Their tribal king is back in Sartar. But one option they have is to escalate. They could go to Broyan, as their host. Or they call try to call the bluff (they think) of anyone trying to claim the title and responsibilities of Prince of Sartar.
Which gets messy, as Kallyr is now more or less obliged, morally if not legally, to support both sides. This is why she suddenly needs a freelance Lawspeaker. And since the only wandering Lawspeakers are probably PCs...
